    Not to be pedantic (sorry if it comes across that way!), but I think today’s report is on behalf of the Council of Europe (http://www.coe.int/), an organisation distinct from the EU (http://www.europa.eu.int). (Also not to be confused with the institution within the EU called the Council of the European Union.)
